STAGE 1 · YOUR GERMAN BASE
Establish your German base
The EU licence requires a real establishment in Germany, with access to the vehicles and the business documents. A postal address alone is not enough, and we support genuine establishments only, not letterbox setups. Setting up the entity happens through a German notary.
We work alongside notaries and tax advisors on the entity side. We point you to the right professionals and coordinate the licence side. Company formation and tax advice are not our service.
STAGE 2 · LICENCE + TRANSPORT MANAGER
The licence and the transport manager, our core
Every German transport company needs a named, IHK-certified transport manager under Art. 4 Reg. (EC) 1071/2009. Without one, no EU licence. We arrange the transport manager from our network and guide the licence application — from 99 €/month during the application phase.
You request only two documents yourself. We handle the rest of the application.
STAGE 3 · START OPERATING
Start operating, with zero effort on your side
Once the licence is granted, driving-time analysis, archiving, deadline monitoring and the monthly report run on our side, in English. You present the monthly report during an inspection.
How it works
Art. 4 Reg. (EC) 1071/2009 requires effective, continuous management of the transport activity. That is exactly what the BALM checks during an inspection. We deliver it monthly, each duty with a verifiable record.

Why do we need a transport manager?
Every German transport company needs a named, IHK-certified transport manager under Art. 4 Reg. (EC) 1071/2009. Without one, no EU licence is granted. We arrange the transport manager from our network.
What does it cost?
599 € per month for the first licence copy, then +200 € for each additional copy. From 10 licence copies, price on request.
What do I pay before the licence is granted?
Only the service fee — 99 € per month for one licence copy, billed per calendar day. The full price applies only from the day the licence is granted.
What additional official fees apply?
One-off fees charged by the licensing authority, independent of us. Current ranges in the cost table on the German EU licence page.
We already hold a licence — what applies?
The application phase does not apply. Your transport manager takes over from contract conclusion at the full monthly price (from 599 €); we file the change notification the same working day.
Is there a minimum term?
No. Both phases run monthly and can be cancelled at the end of the month.
How fast is the start?
We handle contract and authority notification the same working day as the first call. Ongoing management begins from day 1 after the licence is granted.
Do you handle the authority process for us?
Yes, included in the application phase: check documents, fill in forms, file the application — on request also the authority process by power of attorney, at no surcharge. You request only two documents yourself.
Who is liable?
The transport manager is responsible for the duties under Art. 4 Reg. (EC) 1071/2009. Entrepreneurial responsibility stays with you.
What happens if an application is rejected?
If the legal question is contested, we refer you to a transport-law attorney. We do not run appeal or litigation proceedings ourselves.
